HRA Council news & Updates

The HRA Council supports the vibrant defined contribution market for employer-supported health coverage, providing education, promotion, and advocacy including appropriate safeguards and consumer protections. We work with stakeholders and policymakers to identify barriers, reduce process friction and administrative burdens, promote best practices, strengthen the health insurance landscape, and increase consumer access, affordability, and choice. Our News and Updates section reports on progress in these areas, shares headlines of interests, and celebrates member successes.

The HRA Council has taken a leadership position in the national conversation about fixing the "family glitch." Many HRAC Members are experts on this topic, so we'll simply add the reminder that the glitch creates an affordability crisis for some families who otherwise would have access to APTCs and more affordable health insurance.

The Biden Administration has a regulatory fix under consideration. The HRA Council's Policy & Advocacy Committee explored the regulatory solution, submitted a comment letter, encouraged our Members and allies to submit their own comment letters, and the HRA Council was chosen to present testimony in an official hearing earlier this week (June 27).

Board Member Mark Mixer and HRA Council Executive Director joined the hearing alongside national organizations including Center on Budget and Policy Priorities, American Heart Association, Families USA, First Focus on Children, and others.

In this post, you can access our official comment letter, the list of witnesses for the hearing, hearing testimony (our section starts on page 78 and includes a Q&A with one of the IRS attorneys), and an audio file chiefly of Mark Mixer's comments and his response to the question.

Brokers are key stakeholders for expanding defined contribution health coverage, and HRA Council is honored to host a breakout session for brokers and colleagues at NAHU's 2022 Capitol Conference. Let us know if you have questions, recommendations, and if you're joining the NAHU conference in person or virtually.
