The HRA Council has taken a leadership position in the national conversation about fixing the "family glitch." Many HRAC Members are experts on this topic, so we'll simply add the reminder that the glitch creates an affordability crisis for some families who otherwise would have access to APTCs and more affordable health insurance.
The Biden Administration has a regulatory fix under consideration. The HRA Council's Policy & Advocacy Committee explored the regulatory solution, submitted a comment letter, encouraged our Members and allies to submit their own comment letters, and the HRA Council was chosen to present testimony in an official hearing earlier this week (June 27).
Board Member Mark Mixer and HRA Council Executive Director joined the hearing alongside national organizations including Center on Budget and Policy Priorities, American Heart Association, Families USA, First Focus on Children, and others.
In this post, you can access our official comment letter, the list of witnesses for the hearing, hearing testimony (our section starts on page 78 and includes a Q&A with one of the IRS attorneys), and an audio file chiefly of Mark Mixer's comments and his response to the question.
